English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to raise local levies next April to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
